The <i>Keystone Service</i> is a quiet giant. A simple, more-or-less hourly regional train, it only takes an hour to get from Philadelphia to Lancaster and a bit more to Harrisburg. It also adds extra hourly trains on the most-heavily-traveled intercity railroad in North America: the Northeast Corridor between Philadelphia and New York.<br />
<br />
It does all of this through simple, done-under-the-radar improvement of the old Pennsylvania Railroad mainline between Philadelphia and Harrisburg to 110 mph running.<br />
<br />
Right now, Harrisburg is where improvements end, though. This is not an accident. While Norfolk Southern bypasses the former PRR mainline east of the Susquehanna, it uses it -- intensively -- to Pittsburgh. Electrification, and therefore the territory <i>Keystone Service</i> push-pulls can cover, also ends at Harrisburg. And finally, the terrain becomes significantly more mountainous, and the railroad more curvy, as it follows the Juniata River valley deep into core Appalachia's corduroy, up and across the Alleghenies, and back down the Conemaugh River valley.<br />
<br />
As it stands, with more operating funds (i.e. enough to purchase a couple of trainsets, engineers, conductors, and slots) integrating a few more daily trains between Harrisburg and Pittsburgh appears perfectly viable. A push-pull setup with an electric at one end and a diesel at the other would also allow these runs to be integrated into the <i>Keystone</i>'s existing schedule. And there is the tantalizing possibility of night trains, which <i>Sic Transit Philadelphia</i> discussed a couple of years ago.<br />
<br />
And, with relatively simple improvements (bringing back the fourth track, increasing superelevation on the passenger tracks) speed can be brought up for passenger runs, making them more competitive than the <i>Daily Pennsylvanian</i>'s current 45 mph average speed.<br />
<br />
But that's all for regional trains using the classic track to access the hill towns, towns which have relatively high ridership due to (a) the trains arriving in the afternoon and (b) a general lack of Interstate/freeway competition in the area.* Good regional service <i>is</i> important, but Pittsburgh is a large city and therefore a large travel market; it sits at the crossroads of the Northeast and Midwest; if Pennsylvania wants to compete with New York's Water Level Route and get a slice of that pie for themselves, it's going to need a new passenger route built to significantly more modern standards than the old PRR line.<br />

<b>Approaching the Problem</b><br />

If Keystone East is an experiment, it's one of the most successful in all of American passenger railroading. It established not only the existence of a rail travel market from a larger city to smaller ones out in its hinterland, it also established that high ridership is a function both of frequent service and a reasonable fare.<br />
<br />
But it is also an experiment abetted by advantageous geography and the civil engineering prowess of the Pennsylvania Railroad, and when the PRR electrified their Northeast Corridor in the 1930s, the Main Line section only went to Harrisburg and Enola. Plans to electrify the Middle Division, the section through the mountains to Pittsburgh, were discussed, but came to naught with postwar dieselization.<br />
<br />
It's also arguable Harrisburg and Lancaster play outsize cultural roles in the state. Lancaster is, after all, its eponymous county's seat and the heart and cultural center of Pennsylvania Dutch Country (there's a reason Turkey Hill's motto is "Imported from Lancaster County"!) Harrisburg is the state capital ... not much more needs to be said.<br />
<br />
Head east down the PRR mainline from Pittsburgh and the same opportunities don't present themselves. Johnstown and Altoona are fair-sized burghs,* yes, but one data-lite argument that can be made is that the relatively greater importance of Keystone East would naturally drive a higher ridership than a similar service profile on Keystone West.<br />
<br />
I don't buy this argument. Not because I think population doesn't matter -- it obviously does; more people means more potential riders -- but rather because it attempts to explain a particular result a particular political class doesn't like by avoiding having to deal with, you know, actual data and competent modeling. Data-lite arguments often tend to carry exceptionalist undertones, too, seeking ways <i>any</i> result can be construed as a "special case" instead of looking for commonalities to build generalizations. <a href="http://www.amazon.com/Forms-Explanation-Rethinking-Questions-Social/dp/0300049021/ref=sr_1_1?ie=UTF8&qid=1438921225&sr=8-1&keywords=forms+of+explanation" target="_blank">Alan Garfinkel</a> had a thing or two to say about that kind of reasoning.<br />
<br />
All that said, however, it is clearly not easy to get from Harrisburg west. But it may be easier than often given credit for.<br />

<b>The West Side</b><br />

The cost of building a new line, as J. Edgar Thomson appreciated when he engineered the PRR's mainline, is a function both of its length and the relative difficulty of its construction. Length scales linearly, difficulty exponentially. This is why he decided to concentrate nearly all of the mainline's most challenging features in one spot: between Altoona and the Conemaugh River's water gaps through Laurel and Chestnut ridges to the west of Johnstown. East of Altoona, the line follows the water level route of the Juniata River; west of Chestnut Ridge, the mainline crosses the Allegheny Plateau while a low-grade freight line follows the Conemaugh down to the Kiskimentas and eventually Allegheny rivers.<br />
<br />
Norfolk Southern currently runs heavy eastbound (uphill) trains up the Conemaugh Line and lighter eastbound and all westbound traffic along the mainline. The lines rejoin by Heinz Stadium in Pittsburgh and pretty much anything that isn't a unit train's going to originate or terminate in Conway Yard a few miles down the Ohio. This is a traffic pattern of convenience, though: were there heavier passenger service in the Pittsburgh area, the Conemaugh Line would be able (by double-tracking it again and upgrading the signaling) to bypass most of it.<br />
<br />
What I'm getting at here is that, from Pittsburgh all the way to Conpit Jct., where the mainline and Conemaugh Line meet, it's perfectly possible to convert the mainline to a passenger line. Which is useful, seeing how it's a natural commuter and regional rail route. It also offers a useful terminus for a fast passenger route through the mountains at Latrobe, a burgh sitting snugly at the foot of Chestnut Ridge, and where the line curves from following the ridgeline and instead heads directly west.<br />
<br />
Like Keystone East, this "Keystone West" uses the PRR's civil engineering prowess to its advantage, upgrading an existing line to high-speed standard. It also offers an easy commuter rail corridor extending from Pittsburgh either to Greensburg, Latrobe, or Johnstown, along with improved regional services along the classic corridor.<br />
<br />
This latter is necessary because a high-speed bypass through Appalachia's Ridge and Valley province must be just that -- a <i>bypass</i>. Like all trellis river systems, the Juniata curves too sharply as it crosses from water gap to water gap to be useful for faster travel. Instead, the Keystone Corridor's new middle division must punch through the mountains on an extremely low-curvature corridor.<br />

* The Pennsylvania Turnpike (I-76) runs well south, along the former South Penn RR right-of-way; I-80 runs well north, and if it could avoid trees along with everything else in these parts, it probably would, too.<br />

The <a href="http://www.panynj.gov/port/cross-harbor.html" target="_blank">Cross-Harbor Freight Tunnel</a> is a slowly advancing project that proposes to link Norfolk Southern's (NS) Greenville Yard (part of the Oak Island yard complex) with the Long Island Railroad's Bay Ridge branch. Estimated at $7 to $10 billion, such a project is not cheap, but it is definitely moving along, having recently completed a DEIS. The basic plan is to either provide a tunnel or a (much cheaper, order of magnitude less capacity) carfloat operation to a new terminal facility "in Queens" -- the idea being, that this new rail route would help link together New York City's piecemeal freight network.<br />
<br />
As it stands, most mainline freight in the New York area either originates or terminates in New Jersey -- mainly in Newark. This is an artifact of the way American railroads were created and maintained: at one point, half a dozen railroads came up to the Hudson River's west shore, while half that lay on the east shore. Carfloats linked the two together. One still survives. At one time, a long-distance bypass of the city used a bridge at Poughkeepsie -- this is no longer in service -- requiring any train originating or departing New York <i>City</i> to clear what is known as the "Selkirk Hurdle," heading north to the first active rail crossing of the Hudson just south of Albany. (Making things worse is that the Hurdle is run by NS' competitor, CSX.) Unsurprisingly, this means that the vast majority of freight traffic either in the city, or transshipping it, goes by road: even with jams, crossing the George Washington or Tappan Zee is, by an order of magnitude, shorter.<br />
<br />
So the idea is that a new freight terminal on the New York side of the Hudson from points west will help alleviate trucking congestion on the road Hudson crossings -- especially for trucks headed to Newark's vast land- and seaports. Carfloating, even significantly more intensive carfloating, would not be enough; a fixed link is what's needed.<br />
<br />
This ... isn't really enough of a justification to drive an $11 billion investment. But something else is. To understand what is, though, first we must look at NS' and CSX's current Northeastern mainlines and traffic patterns.<br />
<br />
<b>Linking the Northeastern Markets</b><br />

Conrail, the phoenix of the old Northeastern rail net, had a network that linked together all the Northeastern cities. When NS and CSX split it down the middle in 1999, each side took the parts of Conrail's network that extended their own operations.<br />
<br />
CSX already had a mainline from DC and points south and west into Newark. This route runs through the hearts of the Northeastern cities -- DC, Baltimore, Philadelphia -- and connects to mainlines to the west and south. Augmenting this, CSX took control of the West Shore Line, Selkirk Yard, and the old Boston & Albany, as well as a new western mainline, the so-called "Water Level Route" from New York to Buffalo.<br />

NS, meanwhile, had no real access to the Northeastern markets (other than DC) prior to 1999. So what it acquired out of Conrail was the lower Northeastern network it had kludged together to replace its predecessor's mainline -- the one Amtrak now runs Acelas on. Calling it a "mainline" would be rather unkind, though -- it would be far more accurate to say that it was a series of terminal branches that radiated <i>from</i> Conrail's "Broad Way" mainline from points west to Harrisburg, PA. That is, what the NS got was, was this mainline and its terminal yard (Enola) as well as the branches to Newark, Philadelphia, Baltimore, and Wilmington. It connected this with its own railhead at Hagerstown, MD, and would later assemble a route into Boston via Scranton, Binghamton, and Albany.<br />
<br />
CSX got the more direct route and NS the more circuitous one. <i>But</i> the CSX line suffers one key competitive disadvantage: because of no fewer than <i>three</i> tunnels under city streets, CSX cannot, in fact, run Plate K-clearance (double-stacks, auto racks) trains north-south. One of these, in Philadelphia, conveniently came with a bypass in the Conrail purchase; another, in DC, is being rebuilt to expand capacity. The third, in Baltimore, continues to split CSX's mainline in two. It can't, in fact, run a double-stack train from New York to Newport News, VA, without an enormous detour through Ohio!<br />

Meanwhile, the NS mainline avoids the most-heavily-populated areas, for the most part. That means that NS trains you see in the cities either just departed from their terminals or are about to arrive at them. And, other than the circuitous Harrisburg-Boston alignment, its terminal branches from Harrisburg are reasonably direct.<br />
<br />
This brings up what <i>does</i> justify dropping $11 billion on the Cross Harbor Freight Tunnel: New traffic patterns. Specifically, one involving a direct route from Harrisburg to Boston via New York City.<br />
<br />
<b>How, exactly, does the NS get to Boston?</b><br />
<b></b><br /><b></b>
NS developed its Boston gateway -- the "<a href="http://www.nscorp.com/content/nscorp/en/news/pan-am-railways-andnorfolksoutherncreatethepatriotcorridortoimpr.html" target="_blank">Patriot Corridor</a>" -- not on its own tracks but rather via what are known as <i>trackage rights</i>, which are (<i>quelle surprise</i>) the right for one company to run its train on another's railroad tracks. In this case, the trackage rights extended across two other railroads: the Canadian Pacific-owned <i>Delaware & Hudson</i> (D&H) from Sunbury, PA to the Albany area, and the <i>Pan Am</i> -- once an airline that went bankrupt whose branding got bought by a railroad -- from there on to Boston. Later, NS would buy the D&H portion outright as its owners culled what was, for them, non-core trackage.<br />
<br />
There are several major problems with this alignment. First, it's <i>really</i> circuitous. And second, it's a mountain road: it follows the Susquehanna River all the way to Binghamton, NY, and from there runs along the back of the Catskills into the Mohawk Valley. And once there, getting into New England requires crossing <i>another</i> mountain range! Freight operators prefer low-grade routes, and the NS' is anything but.<br />

From the NS' perspective, a more direct, low-grade water level alignment would be preferable. A candidate railroad does exist -- the Providence and Worcester (P&W) -- but the problem is, it lacks a direct connection with the NS. And this is where getting onto Long Island comes in handy: the P&W runs over the Hell Gate Bridge, terminating at Fresh Ponds in Queens. Make that connection and you've just landed yourself a brand-new freight alignment, one that also hits all the smaller ports on the way. Transshipment at the docks: now <i>that</i> will actually start to cut down on truck congestion, as well as provide a revenue source for the railroads. Win-win-win, and we're looking at something now that might actually be worth $11 billion.<br />
<br />
<b>The Drawback</b><br />
<b><br /></b>
Ah, but there is one more thing about the New York market that makes life complicated. It's the nation's largest and busiest passenger market, and while the NS doesn't really have to worry about it so much due to a convenient quirk of Victorian-era line placement, the P&W doesn't really have a choice. It isn't just the Hell Gate Bridge: the P&W's mainline and the Northeast Corridor are one and the same.<br />
<br />
What that means is that -- while you get a straight, flat, fast route -- you also get one with limited freight slots and whose clearance is determined by overhead wire. And, just to make things all that much more annoying, the part with the greatest passenger-traffic density, New York to New Haven, has very limited, if any, bypass options. So, while the NS gets a nice shiny new tunnel and a new partner railroad, it <i>also</i> gets its partner railroad's baggage -- 10 tpd's worth of slots instead of 20 or so, and serious clearance restrictions to boot.<br />
<br />
While double-stacks can be hauled under wire for short segments -- the Norfolk Southern does under SEPTA wire in Norristown, and CSX probably does (also under SEPTA wire) out around the Oxford Valley from time to time -- freight haulers generally prefer not to.* And this route has an unavoidable stretch of haulage under wire all the way into Connecticut, even if your New England intermodal terminal is Worcester.<br />
<br />
What this means for NS is that they will have two partner railroads into New England, but both present inferior routes relative to the CSX's (a natural extension of the Water Level Route, albeit one requiring a stretch of mountain railroading). Despite the Cross Harbor Rail Tunnel's design allowing double-deck transit, the run-through unit trains an NS-P&W partnership would entail would have to be somewhat ... squatter.<br />
<br />
<b>What does this mean for passenger rail?</b><br />
<b><br /></b>
The effect for Amtrak, MNRR, and LIRR operations would be minimal. It's very likely NS-P&W trains would only be given night slots, due to the daytime congestion of the New Haven line.<br />
<br />
But the biggest effect would be on Triborough RX. The Triborough RX proposal [i]as it stands[/i] requires half the Hell Gate's track capacity, and more importantly, the ramp connecting the bridge approach with the Bay Ridge branch.<br />
<br />
While Triborough RX can be built at the edge of the Bay Ridge branch right-of-way, either as the Sea Beach Line is, the Canarsie Line (and also able to tie into both), it's very likely the freight requirements would conspire to eliminate the trackage available for Triborough RX. Remember, even though the freight connection can operate with a single track, the subway will need at least two, which means there is an unresolvable conflict of interest on the Long Island approach, where only two tracks are available.<br />
<br />
If we agree the main purpose of Triborough RX is linking Brooklyn, Queens, <i>and the Bronx</i> together, then that erases the line's main advantage, at least in its current form; Triborough RX would need an entirely new connection over or under the East River to remain viable.<br />
<br />
<b>Looking Forward</b><br />
<b><br /></b>
Finally, a freight connection directly linking the Norfolk Southern's Oak Island Yard with a P&W connection at Hell Gate would solve one major New York transportation problem -- it would finally surmount the Selkirk Hurdle -- but at the same time, it would bring into focus the next logical issue: inadequate infrastructure to support operations between New York and New Haven.<br />
<br />
While several analyses of needed investments to improve that section have been done, a Cross Harbor Rail Tunnel would throw a new need into the mix: a freight route, preferably one that accommodates double-stacks. (The two potential solutions are to either widen the existing railroad or build a new alignment alongside I-95.) And <i>that</i>, in turn, would drive need for more slots across the East River -- a condition that would turn Hell Gate into a chokepoint.<br />
<br />
The long-term effect of the Cross Harbor Rail Tunnel, therefore, would be the establishment of <i>eight tracks</i> of throughput demand across the East River at Hell Gate -- and while long distance, HSR, regional, and commuter trains can all be blended onto the same infrastructure, NS and P&W requiring 25 or 30 slots (instead of 10) per day may not be able to. And Triborough RX, requiring separated infrastructure, definitely can't.<br />

It's a tired old truism today that the United States is better at freight rail, while Europe is better at passenger rail. Yet this was not always historically so. Until WWII, European and American companies were <i>equally good</i> at both types of services, and in the first postwar generation both saw equally precipitous declines in freight transport, as highways and truck transport took over less-than-carload and time-sensitive shipments. By the mid-1970s, railroads on both side of the Atlantic were functionally bankrupt vis-a-vis freight; the catastrophic meltdowns of the Penn Central and Milwaukee Road were merely the most visible effect of a way of doing business that had ceased to be solvent.<br />
<br />
In Europe, nationalization of the rail networks, and the national carriers' passenger focus, helped hide this. European freight services were often loss-leaders, competing head-to-head against trucking.<br />
<br />
Meanwhile, in the United States, a move was made to transport bulk goods, and transport them effectively. The advent of containerization allowed general freight to be shipped cross-country as bulk loads, originating in Los Angeles and terminating in New York. Coal unit trains, trundling between mine and power plant, often never need classification. Nationalization of passenger service, relaxation of shipping-rate regulations, and consolidation in the railroad sector -- a process that had begun during the Long Depression, but stalled in the cabal era before it began again apace postwar -- all had a hand to play in this process, and today the United States is often cited as the most efficient freight railroad network in the world, its companies posting record profits.<br />
<br />
Contrast this with Europe. The development of high-speed rail has opened more space on the classic lines, but often freight operators -- usually the national rail companies' red-headed step-children -- have failed to take advantage of the improvements. Part of this is, of course, historical. Sealanes have historically controlled Europe's bulk-shipment sector, and until the end of the Cold War, most of the overland bulk routes would have run through Warsaw Pact territory. But the Cold War is twenty years over, and most of the countries along the best bulk routes have been integrated into the European Union, with accession work being done for the remainder (most importantly here: Serbia).<br />
<br />
Actually, the biggest structural problem Europe now has is <b>the legacy of rail nationalization.</b> Picture, for a moment, if you will, an alternate United States where every individual state nationalized its internal railroad network. Today, a container bound from Los Angeles to New York requires all of <i>one</i> interchange*, but over its journey it'll cross through <i>eleven</i> states**. If all of those states had their own rail networks, this same shipment would have had to interchange no fewer than <i>ten</i> times, and most likely have to be reclassified multiple times, despite intermodal trains' crack nature.<br />
<br />
<i>That</i> is the structural problem, the reason why European freight rail is less efficient and less profitable than American freight rail. Only in a small handful of corridors where reclassification needs are limited (if not outright nonexistent) -- say Calais-Marseille, entirely in SNCF territory, or Rotterdam-Genoa via the Gotthard Pass or Hamburg-Trieste via the Brenner Pass (three countries each) -- can bulk freight begin to become possible. And while each of these routes offers a significant advantage to running around the Bay of Biscay and through the Strait of Gibraltar -- Trieste most of all, as ships would also have to head around the boot of Italy and up the Adriatic Sea -- greater advantages accrue the further east you go, as the maritime detours become longer.<br />
<br />
Rotterdam-Istanbul, as an intermodal-freight mainline, makes all kinds of sense. The overland route is around 2.5 times shorter than the maritime one***, most of the mainline (by and large, the old Orient Express route -- yes, <i>that</i> Orient Express) lies in EU member states' territories, and Istanbul's historic and modern role as global entrepot makes it an obvious terminal for Suezmax container ships from China -- a much shorter journey than going all the way around Africa! -- as well as the principal port-of-call for Turkish manufacturing. Rotterdam is, obviously, Western Europe's Port of New York.<br />
<br />
But the problem is that -- to get from Istanbul to Rotterdam -- you have to go through Turkey, Bulgaria, Serbia, Hungary, Austria, Germany, and the Netherlands -- <i>seven</i> countries in all! <i>All</i> of which have their own national rail networks! And so even a crack express intermodal is stalled by interchange after interchange after interchange before it gets where it needs to go. The enormous efficiencies of Europe's mainline rail network -- large-scale mainline electrification, for example -- are completely gobbled up and wasted despite rail's natural geographical advantage.<br />
<br />
<b>Potential Solutions</b><br />
<b><br /></b>
There are a few ways to solve this problem. One possible solution would be a return to the common-carrier model, where a given railroad is expected to offer equal passenger and freight service. For example, Britain's London Northeastern Railway (LNER) made most of its money -- about two-thirds of it -- shipping coal. In a common-carrier scenario, railroads would privatize, and then begin the consolidation process into common-carrier systems.<br />
<br />
The problem with this is, of course, that the common-carrier model <i>failed</i>. The developed world's highly unbalanced railroad networks, favoring freight in North America and passenger in Europe, are an artifact of this failure, one which occurred <i>because</i> common-carrier railroads, in practice, used profits from freight operations to cross-subsidize passenger operations, a practice which remained effective only as long as railroads held a monopoly on overland travel.<br />
<br />
The other possible solution, which began to be experimented with in British Rail's privatization, is the open-access model. Unlike under the common-carrier model, in which a railroad is responsible for both the infrastructure and services offered on that infrastructure, in an open-access model, one entity is responsible for the infrastructure -- the train tracks, bridges, tunnels, cuts and embankments, electrification, signalling, dispatch, etc. -- and it sells <i>slots</i>, or time windows for operations, to various service providers (what are, in the UK, called "train operating companies" or TOCs). In a way, the open-access model functions not unlike a toll road: you pay to access and use the infrastructure provider's network.<br />
<br />
The problem with is is that -- as with many forms of for-profit infrastructure -- profit comes from not providing <i>quite</i> what you said you would provide. This is the issue with American healthcare Obamacare set out to remedy, why Enron was able to deliberately underpower Southern California to jack up rates ... and why, less than a decade after British Rail's privatization, the for-profit infrastructure provider <a href="https://en.wikipedia.org/wiki/Railtrack" target="_blank">Railtrack</a> was partially renationalized as the nonprofit <a href="https://en.wikipedia.org/wiki/Network_Rail" target="_blank">Network Rail</a>.^<br />
<br />
When tracks are owned, and services provided, by the same entity, the pressure to skimp on maintenance is moderated by a need to avoid accidents and deliver to the customer exactly what one said one would -- because, if you don't, you lose your customers and hence your revenue. Nevertheless, American mainline railroad maintenance (never mind branch lines!) is inferior -- by an order of magnitude -- to its European counterparts, lagging behind not just in obvious things like electrification but less obvious things like signalling. American trains are exceptionally heavy, and seem to have spent the past thirty years adding more and more weight in an effort to increase long-haul tractive power at speed at the cost of acceleration: trains so heavy rail spreading is a surprisingly common occurrence, as are the derailments it causes.<br />
<br />
(Nevertheless, the partially-private (it is publicly-traded but majority-owned by the Canton of Bern) <a href="https://en.wikipedia.org/wiki/BLS_AG" target="_blank">BLS Railway</a> is making a game attempt to revive the common-carrier model in Europe.)<br />
<br />
The British experience shows that the actual provision of rail infrastructure <i>most certainly</i> is in the public interest -- not just because rail disasters tend to be low-frequency high-impact events, but also because the frequency of rail accidents (and hence disasters) is, for obvious reasons, negatively correlated to increased infrastructure spending. In fact, I'd go as far as to say that the organization or agency charged with delivering rail infrastructure <i>must</i> be nonprofit but also <i>must</i> be removed from the public sector enough to not be interrupted by meddling politicians looking for pork for their constituents over that of the state's needs (in this, Network Rail's increasingly cozy relationship with its "public" side is worrisome).<br />
<br />
But even if you accept the British model -- of a nonprofit infrastructure provider selling slots to TOCs -- as the closest thing we have to an "open access" paradigm, and seek to implement it across Europe, you've set up a situation where bulk freight <i>can</i> work: schedule a cascade of freight slots for your trains up and down the line. But it's a fragile system. What happens if your train runs late (say because of transshipment irregularities at the port)? If you miss your slot, that's it, somebody else's got the next slot, and either you've got to pay a hell of a premium to schedule the next empty slot (assuming it exists) or wait for the next one you've scheduled, which means you've also got to run <i>two</i> trains through <i>one</i> slot, which may or may not be possible, depending on train length and slot density. And all this time your supposedly crack intermodal train is waiting in an interchange yard in <strike>Bumfuck</strike> Szeged, Hungary, leading to cascading delays down the line and late shipments and irate customers ...<br />
<br />
Clearly, no matter how you structure it, you have to decrease the count of infrastructure providers as much as possible. Thirty different providers in Europe is just as bad as fifty different ones in the United States would be. If every state in the Northeast provided its own rail infrastructure, every single Acela run would have to involve the successful cascade of <i>nine</i> service slots (DC, Maryland, Delaware, Pennsylvania, New Jersey, New York, Rhode Island, and Massachusetts). The same would hold true for an express freight route. Indeed, the unwieldy nature of such a construction was recognized so early that the Pennsylvanian, Delawarean, and Marylander companies allied with each other to construct a Philadelphia-Baltimore railroad had already merged together <i>by 1840</i>.<br />
<br />
For the sake of all users, it turns out that, when providing moderate- to long-distance freight and passenger rail^^, political borders are sort of a mirage. Far more effective, for our intermodal railroader, would be a infrastructure provider that sells a single slot <i>all the way from Istanbul to Rotterdam </i>(or from LA to New York, for that matter). But at the same time, that is far less effective for passenger services, which, it seems, generally need a relatively compact infrastructure operator responsive to their needs.<br />
<br />
And suddenly we run into a strange optimization quandry. Infrastructure providers at the state level^^^ are <i>generally</i> better for passenger rail, save in places like the Northeast where the conurbation has gobbled a bunch of states up, while those at the level of large regions favor freight rail. It is telling there are only seven Class I railroads in the US: two serving the West, two the East, two Canada (both with significant US holdings), and ... the Kansas City Southern. Contrast this to the height of the common-carrier era, when there were around a <i>hundred</i> distinct Class I railroads*^. Even today, providing rail infrastructure at the <i>regional</i>, rather than the <i>state</i> level, makes more sense; the Class I's were all large regional carriers, serving multiple distinct regions: the Northeast and Midwest, for example, or California and the Far West.<br />
<br />
But if you broke the United States' rail infrastructure up into its natural provision regions -- the Northeast, Midwest, South, Greater Texas, Interior West, California, and the Cascades -- you suddenly have the problem of an <i>increased</i> interchange count and hence an <i>increased</i> fragility w/r/t slot timing for transcontinental bulk shipments. This is less of a problem in Europe, where regional providers would remove some of the interchanges and hence headache, especially in the Balkans.<br />
<br />
No matter how you slice it, though, it is clear the open-access model has both advantages and disadvantages. Already, DB Schenker has acquired half of Western Europe's freight providers, locking down all the ones east of the French border between the North and Adriatic seas. The stirrings of transcontinental-scale freight rail are beginning again in the EU, just as surely as the stirrings for better passenger rail are beginning again in the United States.<br />
<br />
The only real questions are: Who will own and maintain the physical infrastructure? And will their control over it be a help or hindrance?<br />

* It is fair to point out that early intermodal services from the Port of San Francisco to New York via the Alphabet Route would have required up to six interchanges (e.g. WP-D&RGW-CBQ-NKP-WM-RDG-CNJ), but the vast majority of transcontinental American shipments have never required more than one interchange (usually in Chicago) ... <i>except</i> to/from San Francisco, which until very recently would have required two interchanges west of the Mississippi.<br />

Protected bike lanes are a long time coming in Philadelphia. Five years ago, we were among the country's leaders in bike infrastructure -- back when buffered bike lanes were the big new thing -- but while other cities, such as New York, D.C., and Chicago, rolled out ever-more-extensive bike infrastructure, we ... regressed. Pointless "super-sharrows", an infrastructural solution now a decade out of date, were installed instead on Samson Street.<br />
<br />
Even so, a cadre of geeks have been beating the drum to improve the buffered bike lanes we already have and install new protected cycle lanes. And it looks like we have some headway: <a href="https://goo.gl/maps/zu0il" target="_blank">Ryan Avenue</a> linking Mayfair to the Boulevard in the Northeast is due to receive the city's first protected bike lane, and the Bike Coalition's now beating a drum for the installation of one on Chestnut Street in West Philly -- which <i>yours truly</i> first conceived of some three years ago now, back when the buffered bike lane on Walnut was installed.<br />
<br />
This, as Tom Beck reports for <i><a href="http://www.phillymag.com/citified/2015/06/23/protected-bike-lanes/" target="_blank">Citified</a></i>.<br />
<br />
Part of the issue is spatial. Philadelphia's major core streets just don't have a lot of space, and in fact a lot of our bike-friendliness is <i>because</i> of that. It's not particularly suicidal to ride down, say, 6th Street in South Philly, where you have to be a douchy driver indeed to exceed bike speed. (Though we do have more than our fair share of douchy drivers.) It's much more difficult to ride along wider, overstriped streets with more traffic lanes than they really need. Sometimes, as is the case with <a href="http://thisoldcity.com/news/22nd-street-ready-better-bike-lane-now-its-not-happening#.VYsYS1WUzGc" target="_blank">22nd Street in Fairmount</a>, the extra space exists without the taking of a traffic lane -- but the political will does not. And Center City's principal buffered lanes, the ones put in before Ariel Ben-Amos moved over to the Water Department, all involved the taking of a parking lane to be put in, in the first place.<br />
<br />
That said, there are definitely avenues in the city fit for protected bike lanes. Lots of them. In general, if there's a flush median a.k.a. a center turning lane a.k.a. a suicide lane, there's space for bike lanes on either side. And if both bike lanes and a center turning lane exist, there's space to make them protected. <a href="https://goo.gl/maps/e1o8x" target="_blank">Here</a> <a href="https://goo.gl/maps/eyxBE" target="_blank">are</a> <a href="https://goo.gl/maps/XRdPU" target="_blank">more</a> <a href="https://goo.gl/maps/DmyDM" target="_blank">than</a> <a href="https://goo.gl/maps/mkpNS" target="_blank">a few</a> <a href="https://goo.gl/maps/29rNR" target="_blank">examples</a>.* And, though the old core might be largely bereft of places to put protected bike lanes, as you head out into the Northeast, there is plenty of underutilized space on streets such as Frankford, Castor, or Tyson avenues, space currently given over to passing lanes that makes crossing streets harder than it need be.<br />
<br />
It might be all politics in the end, though. Bike commuting is concentrated around Center City, and most of the Bike Coalition's protected cycle tracks abet that. Despite the prevalence of striped lanes in the Northeast, it's still perceived as a place where one drives. And our 2.4% commute mode share is, in absolute terms ... not a lot. It'll take a commute mode share closer to 20% before bike commuting is thought of as something other than a "hipster thing" short of massive Millennial political coalition-building.<br />

* The one caveat we must observe is that major mass transit infrastructure, such as a busway or light rail line, has a natural priority over bike infrastructure. Indeed, this is the main difficulty with installing bike infrastructure on Girard Avenue. This is also what makes Erie the most difficult of the Bike Coalition's recommendations: the 56 uses the old trolley median (closed to traffic) as an impromptu busway. The Market-Frankford Line has a capacity issue. It's crowded during rush hour. And its crowding isn't just in Center City, it's end-to-end. Many people use the el to connect to the NHSL, 101 and 102 trolleys, and buses points west at 69th St., and buses points northeast at Frankford and Arrot <strike>terminals</strike> transportation centers. And with a ridership of just over 190,000 ppd, it is by far SEPTA's single busiest route, one that sees a surprising 60% more riders than the Broad Street Line.<br />
<br />
Crowding indicates the el needs more space. As heavy rail -- infrastructurally, by far the highest-capacity of all modes -- any further capacity increases must come with relatively incremental improvements to the current physical plant. Some improvements are cheaper than others. A couple can be implemented immediately; others may take a little while longer. From cheapest to most expensive, we can:<br />
<br />
<i>- Use longitudinal seating</i>. This one is by far the cheapest way to increase capacity, requiring nothing more than a refurbishment of the el cars' interiors, one which (they are halfway through their design lives) they are due for soon. It's also used in several other American subways -- notably, Boston and New York. Longitudinal seating decreases seating capacity, but it makes up for it by increasing standing capacity; it's also important to notice that in the current setup, the worst crowding occurs around the doors; longitudinal seating can help alleviate that.<br />
<br />
- <i>Convert to automatic train control (ATC)</i>. The el, like New York's 7 and L trains, is a single line with no branching. While no US transit agency has demonstrated the expertise to more than ~25 tph with human-driven subways (the MTA tried once and it failed miserably), ATC allows trains to be programmed to run at any frequency so desired. Increasing the frequency increases the runs a given trainset can make, which in turn increases overall line capacity. Indeed, when the 7's ATC installation is finished later this year, the line's peak frequency will be 28 or 29 tph -- just shy of one every other minute.<br />
<br />
- <i>Use full vestibules</i>. There's a lot of unused space between the el's train cars. Use of full vestibules -- essentially, an articulating chamber between the cars (much like the one on articulated buses) -- would add a lot of usable space within the boundaries of the train. 10% more, in fact. Fun fact: full vestibules are now found on metros in every single country that uses them ... except the US.<br />
<br />
The problem with this is that the current equipment is halfway through its life cycle and full vestibules would have to be a design requirement for their replacements. It would also require a rethink of el trains from a triplet of married pairs back-to-back-to-back to a single six-car unit. Indeed, thinking of trains as assemblages of cars rather than unitary bodies in their own right is often cited as the main reason why the US (whose railroad engineering expertise stalled in the 1950s) <i>doesn't</i> use full vestibules.<br />
<br />
One can also argue that a full-vestibuled trainset naturally locks train length in for the duration of its life cycle. But that is only an issue if we are actively pursuing infrastructure for longer trains.<br />
<br />
- <i>Lengthen the platforms</i>. Another way to increase the el's train capacity is, naturally, to use longer trains! But train length is currently proscribed by the length of the system's shortest platforms: therefore, it makes sense to increase platform lengths if we want to, well, <i>platform</i> longer trains. This is particularly problematic on the West Philadelphia elevated, whose platforms should have been extended to handle seven- or possibly eight-car trains in the recent rebuilding; the 2nd, 5th, 8th, and 11th St el stops, which can can only platform six cars and require tunneling to increase platform lengths; and the 69th St <strike>Terminal</strike> Transportation Center, where the track design of both platform approaches may well actually preclude any lengthening. Easier are the Frankford el's shorter platforms, which are now more than 20 years old and can conceivably be rebuilt to handle longer trains during a modernization program in the not-too-distant future.<br />
<br />
The downside of this is that, if you're already using full vestibules, the benefits of lengthening the platforms comes not when you've lengthened the shortest platform, but rather once you've replaced the trainsets with ones that take full advantage of the longer platforms. Of course, this can be spun: <i>Great! Our new self-driving, longitudinal-seating full-vestibuled trains increase capacity by some 25%! Now we have some thirty-forty years to lengthen all the platforms so that we can run <b>longer</b> trains and further alleviate crowding now that the easy stuff's done!</i><br />
<br />
- <i>Build an express track</i>. This is perhaps the most difficult of the incremental investments. While the original plan for the el was for it to run express through Center City, and the trolleys local -- the trolley tunnel from 15th to 32nd being therefore incorporatable into an express line -- PRT, the el's original builder, was never able to finish the scheme, having run out of money by the time the line reached City Hall and only able to raise enough to build half of the system for the last (and most expensive) mile. As a result, the West Philadelphia and Frankford els were never designed to incorporate an express track, and there's a fair possibility the latter may not be able to, either. (Market Street is much wider, so you've got more room to work with.)<br />
<br />
All that said, the fact that el crowding doesn't drop off as you head further out, but is rather end-to-end, makes it useful to look at an express track (perhaps as a couple of short segments of timed overtakes?) Such a track would offer a useful second service for passengers heading to 69th St or Frankford and thereby free up local capacity for interstitial stations.<br />
<br />
- <i>Build an interceptor line.</i> Not remotely incremental, this -- by far the most expensive solution of all -- builds a new line that siphons off some of the el's traffic at its source. Built as planned, a Boulevard subway would function as this: it would intercept most of the traffic on the 14 bus and near the Boulevard, as well as (assuming a convenient transfer) buses on Bustleton, Oxford, and Castor avenues, leaving primarily the 66 feeding into the el.<br />
<br />
Interceptors would also have to function as lines in their own right. This is either a feature or a bug: by intercepting most passengers taking the train to Frankford, you've opened up <i>a lot</i> of capacity. Capacity that can get filled up. In fact, the Media/Elwyn and Paoli/Thorndale Lines are both arguably interceptors for the el (via the 101 and 102 for the former, and the NHSL and 105 for the latter) ... and are themselves heavily used. Essentially, patronage has expanded not just to fill the core line but the lines built to alleviate capacity by intercepting it.<br />
<br />
The Boulevard subway was last projected to have the same passenger counts the el today "enjoys", a fair percentage being intercepted el passengers. But it's more than likely that that capacity would quickly get filled up, and the el run at capacity again.<br />
<br />
So it's good to think of new lines, and think of new lines not just in their own right, but how they would fit into the network; but to propose a new line solely to alleviate the capacity problems of another is not so good an idea. Induced demand is just as true for mass transit as it is for cars and bikes.<br />

Mrs. Bender is truly brilliant. Not only is she proposing what is perhaps the most progressive parking reform in the country, she is doing so in such a way that ties parking to mass transit accessibility. IOW, the closer you are to mass transit, the less parking you need.<br />

She isn't just proposing a law, she's proposing a <i>template</i> of a law. One that can easily be replicated anywhere with a good mass transit core.<br />

For instance, if you applied a similar requirement here in Philadelphia, the scale of our <a href="https://www.google.com/maps/d/edit?mid=zSoGdCSRvsNI.kwAiDAehRLnA&usp=sharing" target="_blank">core network</a> is such that parking requirements would be waived entirely for the overwhelming majority of the inner city. It went before the Zoning Board seeking variances, doing so after:<br />

</ul>
By the time it got to the ZBA, the project had racked up letters of support or nonopposition from every single involved party. Yet there were, in the meeting, <i>two</i> dissenters:<br />

The ZBA voted to support this project. But it only did so by a 3-2 margin. This, despite the fact that the developers had gone above and beyond in incorporating the community voice in their design. It's fairly clear that -- had there been no dissenters who showed up at the meeting -- the project would have sailed through the ZBA.<br />

That's all it took to nearly derail a small apartment building that is in scale with a number of similar buildings scattered throughout the neighborhood.<br />

These concrete tree thingies that seem to be generally Brutalist have proven to be aesthetically successful over time. A combination of simple geometric features emphasizing the use of (reinforced) concrete and glass, a simple cantilevering, and a layout that manages to evoke traditional columnular layouts while at the same time offering characteristically Modernist light airy spareness.<br />

Zoning theory, while it grew out of nuisance law and European (especially German) practice, was already being adapted to <i>exclude</i> rather than <i>include -- </i>zoning, <i>by design</i>, is a hyperlocally-devolved tool. Indeed, the basic idea seems to have been to zone land such that intensification of existing development was made impossible, a practice which inevitably would concentrate redevelopment in the most intensively-used areas -- and on the greenbelt edges. </span></span></div>

In the hard sciences, units problems rise when units are misapplied, or when they're inadvertently mixed. For example, while a velocity calculation might be mathematically simple under constant acceleration, the result has to be in the same units as the inputs (e.g. m/s, cm/s, mi/h, etc.). Mix up the units -- say, by measuring an object's <i>weight</i> when what you want is its <i>mass</i> -- and you throw your calculations off. Similarly, inappropriate aggregation can often hide more than it illuminates: this is one of Jane Jacobs' key critiques of mainstream macroeconomics, that the sovereign nation is <i>fundamentally</i> an inappropriate unit for economic measurements, as it almost always represents an aggregation of very much economically disparate regions. </span></span></div>

Static land use paradigms <a href="http://urbankchoze.blogspot.com/2014/09/examples-of-zoning-screwing-tod.html" target="_blank">undercut</a> the efficacy of mass transit (as has often been pointed out at <i><a href="http://urbankchoze.blogspot.com/" target="_blank">Urban Kchose</a></i>); because zoning law is not designed with spatial efficiency in mind -- and, indeed, almost every solution to any given land-use problem increases spatial <i>in</i>efficiency -- we find ourselves unable to respond save by sprawling more ... and more ... and more.</span></span></div>

Indeed, this has generally been zoning's <i>modus operandi -- </i>regulate nonconformity into nonexistence. The problem with this is, however, that at a certain level, small-scale intensification <i>requires</i> aesthetic flexibility. Indeed, this may be old urbanists' strongest criticism of New Urbanism: that it overfocuses on form, while underfocusing on the land-use development <i>process</i> -- the true locus of the sprawl process. This is perhaps where <a href="http://www.strongtowns.org/" target="_blank">Strong Towns</a> has come into play: it has gained traction and has been growing, as a grassroots movement, precisely because it has correctly identified the core problem: a broken process: a process that enshrines a static, rather than dynamic, vision of the city.</span></span></span></div>

That is, resistance to change is driven <i>not</i> by new inhabitants but by the ones who already live there, and have the time and energy to mount opposition (which, due to the way the playing field is skewed, is almost always effective opposition). Even very simple changes -- for example, liquidation of excessive parking regulation, making small multiunit structures legal, moderate height increases, and other examples of incremental redevelopment -- are opposed so fiercely that, outside of large urban cores where an effective development counterpresence can be built, they are unlikely to get any traction.</span></span></span></div>

And, despite many planners' attempts to make dynamic redevelopment easier, the truth is that the discipline's entire toolkit, over-oriented towards a static vision, greatly inhibits what can be done, and yields marginal results of even the most sweeping efforts.</span></span></span></div>

This is not an unfair claim. Having been in Newport a couple of weeks ago (because Reasons), I can confirm with my own eyes that, while the River Drive is a reasonable urbanism, and the corner of Washington Boulevard and Town Square place has -- even when it decides to rain -- more than enough people to overcome its inferior site design, the southeast corner of Newport is a weird corner of buildings spaced too far apart: a sense of enclosure is lacking, and the buildings don't really capture as much commercial energy as they ought to (despite the existence of excellent sushi and boba tea joints).<br />

Photos from the '70s show the passenger terminal as having fallen into ruin (though it is unclear whether the Erie's successor, the Erie-Lackawanna, had freight facilities in the area). By the early '80s, the bankrupt E-L was absorbed into Conrail, along with a whole bunch of other railroads; it focused its freight landport at the old Lehigh Valley (another bankrupt railroad)'s Oak Island Yard in Newark's Ironbound.* The complete abandonment of the E-L's waterfront facilities soon followed.<br />
<br />
The developer promptly razed the site flat (including the old terminal building)** and built a shopping mall and office park in its stead. As site development -- still incomplete -- continued, modern retail has been built west of Washington Ave. (in particular, a large power center north of Newport Parkway), and more recent residential shows the effects of radical change in urban theory.***<br />

<i>The Urban Prospector</i> shows a Sketchup mockup of both the southern and northern parts of Newport, focusing on the long streetscape gaps to the south. Those gaps are the ultimate end-result of the planning of the day, which favored generous "open space": the Modernist tower-in-a-park paradigm. While towers-in-parks and commercial aren't necessarily antithetical to each other, it is notable that in examples where commercial has successfully been integrated into towers-in-parks, such as <a href="https://goo.gl/maps/i2DUy" target="_blank">Metropolitan Ave.</a> in <a href="http://en.wikipedia.org/wiki/Parkchester,_Bronx" target="_blank">Parkchester</a>, the Bronx,^ it is built to the street, taking over the green space.<br />
<br />
That's because the eye is caught by proximate activity. When this activity is not well displayed, or is broken up by excessive greenswards (which also serve to decant park use, thereby making each greensward less interesting) -- both of which are the case in south Newport -- the street becomes significantly less pleasant. The more green "open space" a site has, the worse it's framed, the less concentrated its use, the less urban the neighborhood. Despite the river walk -- a key amenity -- this is clearly seen in south Newport.<br />
<br />
Fortunately, it's easy to calculate open space -- it's how much of the site isn't, in fact, built on. That is, it's the opposite of a site's building coverage.<br />

For this exercise, I decided to consider "North Newport" the <i>developed</i> part of River Drive north of Newport Parkway. (The southwest corner of Newport Drive and 14th Street is clearly a parcel that hasn't been developed yet, not a public or semipublic green space; the same holds true for the piers.) South Newport is considered the part of Newport that extends from Newport Parkway down to Thomas Gangemi Drive <i>east</i> of Washington Boulevard. I was also interested in how much of the open space is given over to car use (storage, mostly). Finally, I disregarded the street, considering it public right-of-way. <a href="https://www.google.com/maps/d/edit?mid=z7HBRsZlHU30.kFyj_md9_WfE&usp=sharing" target="_blank">Here is the map</a> yielding the polygons I used.<br />

So, for north Newport, we find that:<br />

This means that there are a total of 5.29 developed acres in North Newport, of which a mere 27.6% is "open space", arranged as part of the riverside park and a small plaza.<br />

Instead, it'll be concentrated into one well-sized neighborhood park, a place that's already well-loved, despite the fact that but a single development abuts it.<br /><br />

This is just sheer economic poaching -- shuffling jobs around without actually <i>creating new jobs</i>. What impact to the region's economy is there if VOADV is in Bensalem instead of Camden? The Sixers in Philadelphia instead of Camden? Lockheed Martin in Morrestown instead of Camden? The article says:</span><br />

<span style="font-family: inherit;">If American Water was to move their corporate HQ to Pennsylvania, would they move it to Moon Township? Of course not: that would involve uprooting ensconced executives. It would stay in the Philadelphia area (winding up, most likely, in Bensalem).</span><br />

<span style="font-family: inherit;">The economic impact of this strategy is nil. There is no net change in regional economic productivity. There are no <i>new</i> jobs, no <i>new</i> work. All this does is marginally change commuting patterns. And while it's nice that the new Camden jobs would be close to PATCO, is this marginal access improvement really worth $777.3 million in public money? Instead of subsidizing existing jobs, wouldn't that $777.3 million be better spent elsewhere?</span><br />

Mayor Zimmer is right not to be happy, and to be suspicious of PATH's stated motives. Decreasing the frequency from six minutes to seven does indeed <i>decrease</i> the line's throughput and capacity -- by almost 15%, in fact, assuming all else remains the same (same consists, etc.) Given the fact that the trains are already congested, this move will only further increase congestion within New York's largely transit-dependent commute market.<br />
<br />
In other words, this move will not increase capacity. In fact, it will only make the capacity problem <i>worse</i>. The rank hypocrisy in the press release is appalling.<br />
<br />
There are good reasons for reducing the frequency. The rolling stock might need to be rebuilt; this reduces the trains on hand and so requires frequency reduction. Perhaps the tunnel needs some work. (Though that can be done off-peak.) But to judge whether the plan has merit, PATH needs to be transparent.<br />

Each of the parcels is different: Dilworth Park was created to provide a large plaza abutting City Hall itself (it destroyed the Arcade Building and part of the Broad Street Station headhouse to do so) and was recently transformed from the underwhelming, sunken, dreary, depressing Dilworth Plaza into Dilworth Park, a gracious front entrance to City Hall facing West Market; LOVE Park is set atop a sunken parking garage at the base of the Parkway and is currently a semi-successful granite-stepped mess; and lastly there was Reyburn Plaza.<br />

The oldest of them all, Reyburn was built to replace Penn Square when City Hall was finished. Once home to the Municipal Bandshell, Reyburn was built between North Penn Square (now JFK Boulevard) and Arch, Broad and 15th, and later extended west to 16th. It's hard to ascertain how successful a public space it was in the prewar era, but it was quadrisected by streets: a cutoff of Broad Street the subway ran under, the foot of the Parkway, 15th Street. It had probably failed by some point or another as the space was split into the modern-day LOVE Park and the Municipal Services Building (whose hardscape plaza is still officially called Reyburn) by the 1960s.<br />

In any event, Reyburn is definitely the black sheep of City Hall's park collection.<br />

The Planning Commission is very much aware of this. Indeed, in the Central District Plan, the Commission recommended several small-scale fixes for the plaza. As <i>This Old City</i> <a href="http://www.thisoldcity.com/advocacy/how-turn-reyburn-plaza-center-citys-next-great-public-space#.VUTu_Rz3-iw" target="_blank">noted</a> some time ago, these proposals amount to a small-scale fix filling the plaza's edge with pavilions instead of large granite retaining walls. These pavilions would have rooftop plaza space, providing a unique park feature as well.<br />

But the real problem is that Reyburn Plaza is a failed park. Even as the area around City Hall has redeveloped, Reyburn also has the fewest residences around it -- both today and potentially: it is almost ringed by public structures. And -- competing with two viewshed-protecting parks (one heavily funded and programmed) -- it has few, if any, advantages to set itself apart.<br />

The biggest issue Reyburn faces, though, is the underground infrastructure. The Broad Street Line subway was built under the cutoff; the Center City Commuter Connection (Regional Rail tunnel) runs under the southern edge of the site; the southwest corner is nicked by the Parkway's viewshed. None of these issues are insurmountable, especially with the use of creative engineering.<br />
<br />
And finally, there's the Municipal Services Building itself. Half a century old, the structure is aging, hard to navigate, and poorly laid out (despite the dramatic payment spaces in the basement). Mechanicals abut 15th, which makes opening the wall facing LOVE Park difficult; much of the office space lies in a dark, underlit basement. The structure needs a top-to-bottom overhaul, and the City could well consider rightsizing the space.<br />

<b>Develop Reyburn Plaza</b></div>

Park space is only as valuable as how well it's used. Even on good days, Reyburn is an empty, windswept, trash-strewn cartoon of a plaza with its giant Sorry pieces scattered about. Its bleak desolation sets North Broad's fourth-fiddle tone, and there are few opportunities to capture value from the blocks abutting it, given the wealth of public and nonprofit development. The city owns some juicy development parcels of its own nearby (the Gallery's three unused tower bases, Blanche Levy Park at 16th and the Parkway, and the parking lots at 13th and Arch and 15th and Cherry) to put a new, better-designed MSB on -- if not an outright long-term lease. Sale of Reyburn Park's land would offer a cash stream for this. And it's not like this is the <i>only</i> park in the area: indeed, it's one of three in addition to sitting at the foot of the Parkway in its own right.<br />

The sketch above shows a <a href="http://goo.gl/Ts4LM6" target="_blank">proposed program of development</a>. The MSB (in red) would be retained, but subject to a gut reno like Southwest DC's <a href="https://www.blogger.com/"><span id="goog_1155083652"></span>Sky House<span id="goog_1155083653"></span></a> was. Once the EPA's offices, Sky House is today a large condo building. Kling's lobby and cashiering spaces would be maintained, but the building's mechanicals would be moved to where the basement office floor today lies; this frees up the Kling spaces, as well as the spaces facing 15th, for active ground-floor uses.<br />
<br />
Above that, on the deck, an al fresco dining area would be established overlooking LOVE Park. This could be treated like the cafe in the Comcast Center plaza -- or like the Independence Beer Garden at the base of the former Rohm & Haas building. A pavilion, bus shelter, and small headhouse would be established at the corner of 15th and JFK.<br />
<br />
Ten North Broad would extend along the Broad Street side. A large mixed-use structure, Ten North Broad would share loading and mechanicals facilities with the new MSB; its main mass would lie along the Broad Street side, while its load would be diffused on either side of the subway tunnel. The elevator core would lie in its southeast corner.<br />
<br />
Finally, the plaza would be split into two smaller components: first, at the corner of 15th and JFK, it would preserve the Parkway viewshed; second, an interior plaza between the two buildings would provide an amenity space for the project's residential component.<br />
<br />
Reyburn Plaza is obsolete, outmoded, and underutilized. It's not a public amenity anymore. Kansas City's Main Street is only 80 feet wide -- 10 feet <i>narrower</i>
than H Street -- but has nothing like the latter's congestion. Yet
there are two southbound lanes and one northbound lane, and during
"peak" periods the parking lanes turn into bus lanes. The streetcar is a
mere drag-and-drop effort into the existing system.<br />

The narrowest a street can be and still have full light rail is a mere <i>70 feet</i>.
At this width, several compromises have to be made, sure -- in
particular, on blocks hosting stops, parking lanes need to be removed --
but they are as nothing compared to the scale of the compromises that
need to be made on <br />
60-foot streets. And remember, Kansas City's Main Street is a -- measured -- 80 feet wide.<br />

In
fact, we can have our cake here and eat it too. The nature of Kansas
City's layout allows us to route core bike infrastructure on Broadway
Boulevard and Grand Boulevard, which gives Main Street plenty of room to
handle all of light rail's needs. Like so (with a parking space where
the stop isn't).<br />

second option would be to kill parking spaces on one side of the
street. It may be preferable to construct a street layout like this
between stops. (Note that, in this layout, the parking space may also be
claimed as a parklet where sufficient pedestrian energy to do so

In Portland's case, the streetcar is a pretty decent investment: it acts as a circulator overlay on a high-quality light rail system. But after they put theirs in a bunch of other cities began to construct streetcars for themselves.<br />

DC's H Street line was the second major streetcar; it is also the first that suggested an underlying problem. You see, H Street is supposed to be a spine corridor, linking the city's east side with its west. It thus needs to be built to a higher standard capacity than ... that.<br />

This particular design -- at the time, novel* -- contains two catastrophic mistakes that permanently mar this line's capacity:<br />
<ol>
<li>The line has been built in a mixed traffic lane rather than be given its own dedicated lane. This reduces the streetcar's speed and makes it no better than a bigger bus on rails. Part of what makes light rail successful** is the <i>dedicated lane</i>. Without this lane the line is unable to bypass car congestion and thus provide the positive time differential that helped justify e.g. Salt Lake's investment.</li>
<li>The line has been built in the <i>outer lane</i>. This second point makes it own strange kind of sense -- once you've decided not to build a dedicated ROW, there's something vaguely suicidal about asking passengers to run across a traffic lane unless you're willing to put carstops in, and if you're doing curb bumpouts as well, then why not put those there? However -- by putting the streetcar track in the outer lane you create conflicts between the streetcar and parallel parkers, delaying the transit vehicle for a single driver. These kinds of conflicts slow down vehicles on our country's remaining historic streetcar lines all the time -- one of the reasons Boston's Green Line is one of the most reliable is because (unlike the examples in Philly, Toronto, and San Francisco) the vast majority of the surface system lies in dedicated medians.</li>
</ol>
H Street was a difficult design challenge. <a href="http://philadelphia2050.blogspot.com/2013/09/width-and-perception-of-width.html" target="_blank">The street is, surprisingly, 90 feet wide</a>, and it <i>is</i> fairly congested -- its AADT hovers a little above the max capacity of a two-lane street -- and a full light-rail buildout would have likely required (among other things) taking of a parking lane significant street reconfiguration, much like 1st Street in San José, a bright spot in the VTA system.<br />

Indeed, it is arguable that the H Street Line's optimal placement would have been for the light rail to lie <i>between</i> the sidewalk and the parking lanes, with a road diet reducing auto capacity just enough to convince (some) drivers to Take Other Routes. This arrangement, however, remains problematic in its own right, and is not the thrust of this post -- and I have talked about these kinds of things <a href="http://philadelphia2050.blogspot.com/2012/12/multiway-boulevards-transit-avenues.html" target="_blank">before</a>.<br />

At least two Midwestern cities have taken the (failed) H Street approach and applied it to themselves: Detroit and Kansas City. I haven't been to Detroit, but I will note that Woodward Avenue, which is eye-poppingly wide relative to traffic, can <i>easily</i> accommodate <i>every single</i> mode, if the designers chose to.<br />

Locals and expatriates may have already realized the most significant challenge: namely that, unlike in e.g. Munich, Kansas City's urban core is pretty much orthogonal to the proposed regional rail core (Fig. 1). They intersect, in fact, at Union Station. This undermines the vast majority of urban-centered uses (although the Peculiar Line offers a connection to Swopes Park and hence the Zoo). To put it bluntly, Kansas City's urbanity and attractions are on a different axis entirely relative to where the trains go.<br />
<br />
While a challenge, this is not an insurmountable problem. Union Station <i>is</i> adjacent to two major districts in its own right, and skillful connection-making with the Main Street corridor -- which <i>is</i> the urban axis, and one that desperately needs light rail -- allows for the distribution pattern, north to downtown and the River Market, and south to Westport, Country Club Plaza, and Brookside, needed to tie the regional system in with the urban system.<br />
<br />
It is notable that the Market-Frankford Line (the El), Broad Street Line (subway), and Subway-Surface Lines (trolleys) have similar roles in Philadelphia; our major urban playgrounds -- Fishtown/Northern Liberties, Old City, Passyunk Square, Fairmount, and University City -- are about as far afield <i>of each other</i> as they are of Center City proper. We often come in on Regional Rail and transfer to these other modes.*<br />

A second issue (Fig. 2) is the lack of any route to Kansas City International (KCI). While several commentators point out the relative lack of cost-effectiveness of airport links in their own right, if one is "on the way" service to it is naturally justifiable. Wheeler Airport is alongside the Missouri Bluffs Line, for example; service to it is natural and intuitive. But KCI is a far larger and more important facility, and is extremely far from anything on-the-way. Reaching it would require some sort of shuttle service, if not a new alignment (redirection of the Missouri Bluffs Line? AirTrain?) of some sort. <br />

Finally (Fig. 3) one of the most difficult aspects of commuter rail is the fact that all the various alignments funnel into the Union Station approach in the northeast of the city proper. While not a particular issue for intercity rail, it is problematic for commuter rail -- especially the Peculiar Line -- whose run from Grandview to Union Station (Crown Center) is about 4.5 miles longer (~22 miles) than the shortest highway alignment -- US 71 to the south Loop (~17.5 miles). Assuming the train's mean velocity is 30 mph, this yields a 45 minute schedule time; contrast this with half an hour in clear traffic (50 mph average velocity**) and broadly equivalent time (42 mins) in free flow modulated by the worst stop-and-go Kansas City has to offer (average velocity: 25 mph)***.<br />
<br />
On the coasts, we often find that riders are willing to sacrifice a certain percentage of their time for the luxury of not having to drive^. Even so, we find that commuters shy away from commutes lasting more than an hour. This leaves open the question: if the runtime into Union Station is 45 minutes, then can we ensure that the final phase of the trip (assuming it's not terminating at Crown Center) is only in the 15-minute range? This, too, can be solved by offering close connections with a light rail trunk along Main Street (as noted above)^^.<br />
<br />
To summarize: Kansas City has significant advantages in developing a commuter rail network -- but the currently available alignments are not without their drawbacks. And since the city core was developed along streetcar trunks and grand boulevards rather than along the railroads (the paucity of railroad suburbs <i>is</i> notable, and is probably one of the major reasons the urban region remains relatively compact), there are going to be investment thresholds that have to be met to offer service at a quality good enough to tap the necessary markets to be justifiable.<br />
<br />
The largest challenge is that -- in Kansas City especially -- for commuter rail to be viable, it will have to be linked into a high-quality mass transit system^^^. In much of the Midwest, here included, "quality" and "mass transit" remain a contradiction in terms.<br />

* A second aspect is that other playgrounds, further out (Mount Airy, Chestnut Hill, Manayunk, the Main Line) are well-connected with the Regional Rail system as well. Consider, then, the Turkey Creek Line, which goes to Olathe, the Independent Line to Lee's Summit, and the Lawrence Line to, well, Lawrence.<br />

In particular, I find myself interested in the two largest cities in Missouri, a state that is essentially two Pittsburghs with a whole lot of Lancaster County in between. Being interested in commuter networks, I immediately set about applying my tried-and-true coastal methodology to these cities to see what would pop out.<br />
<br />
Since I was there recently, my first target is Kansas City.<br />
<br />
I found myself surprised that there was <a href="https://www.google.com/maps/d/edit?mid=zSoGdCSRvsNI.kb8Ya2HaCEUA" target="_blank">a more substantive rail network</a> there than I'd expected; indeed, when I did some research into it I discovered that the city used to be the Midwest's second-largest rail hub (a role I had assumed fell to Omaha, the Union Pacific's historic railhead and the reason why there were once easily half a dozen mainlines traversing Iowa). Considering it, however, reveals that it makes sense: all of the four major Eastern through routes -- Pennsylvania, New York Central, Baltimore & Ohio, and Alphabet route (via the Nickel Plate) had termini in Chicago and St. Louis; while the latter's role is customarily understated, it quickly becomes evident that there were few direct linkages between it and Omaha, and four between it and Kansas City (i.e. the Burlington, Rock Island, Missouri Pacific, and Katy). Kansas City thus served as a transshipment point for freight following the transcontinental alphabet route that began with the Western Pacific and followed the Rio Grande mainline across the Rockies, spreading into a raft of competing lines from Denver east. This trade route is followed by the modern I-70 corridor. It was <i>also</i> a principal interchange point of the Santa Fe <i>and</i> a handoff point where the mainlines of the major Texas-Midwest railroads (Katy, Missouri Pacific, Frisco, and Kansas City Southern) met those of the lines following the Missouri (or heading into Iowa) heading further north, towards Omaha and Minnesota. (This trade route is followed by the I-35 corridor.) All of this made for a list of about half a dozen major railroads heading into Kansas City: the Santa Fe, Burlington Route, Rock Island, Katy, Mo-Pac, Frisco, and Kansas City Southern. Nearly all of these had lines in from multiple compass directions.<br />

We can see this in Fig. 1, which shows the identifiable freight corridors into the city. Count 'em up -- there are <i>sixteen</i> of them! And that doesn't count lines that were almost certainly abandoned between then and now; it is easy to forget that railroads built the Midwest, and the largest cities were -- and still are -- rail hubs.<br />
<br />
From these we winnow out several routes. Some pass through populated areas but are too circuitous; others run out through largely rural regions. We seek out a string of populous towns <i>en route</i> -- town center stations generally help revitalize these places while also providing a built-in ridership base. Kansas City's metro region is relatively small -- most lines are about 30 - 40 miles long. It is also one that does not have any significant all-day congestion (indeed, it clearly has auto capacity overbuild: you're lucky to get the 8:00 AM stop-and-go on US 71 at noon out on the Schuylkill heading towards King of Prussia, and many surface streets -- especially the most heavily-engineered ones -- have desertion issues, a clear sign of excessive capacity relative to demand); we thus need seek the most direct routes to Union Station, the city's lone major rail hub. A system such as we would demand in Chicago and the large coastal cities -- frequent all-day service -- is probably beyond any reasonable resource allocation; instead, we'll have to settle for high-frequency rush-and-periphery* service on the weekdays, medium-high frequency all-day service Saturdays**, and medium-low all-day service on Sundays. Union Station is a through-station so we'll be able to immediately run regional service; this requires line balance. Finally, the station approaches -- especially immediately west -- present extremely high-grade grade-separated passenger rail alignments; we seek to make use of these.<br />

From this we define the eight route (plus one branch) system shown in blue on Fig. 2.<br />

<li>Beginning along the Missouri northwest of town and moving counterclockwise, we have the <i>Leavenworth Line</i>, which links Kansas City, MO, with Kansas City, KS, and with Leavenworth, KS, with its prison and fort.</li>
<li>Next we have the <i>Lawrence Line</i>, which runs along the Kansas River west to Lawrence, tapping KU.</li>
<li>Down in the southwest, we have the <i>Turkey Creek Line</i>, which runs along the Turkey Creek corridor through the richest part of the region towards Olathe and Spring Hill. If at all possible, we would like to add a branch to Gardner to this route (however, it does not appear this is possible).</li>
<li>Directly south of the city is the <i>Peculiar Line</i>, which runs along the Blue River into the city and connects with Grandview and namesake Peculiar.</li>
<li>Southeast of that, we have the <i>Independent Line</i>, which connects with Independence and Lee's Summit. This route should be the most heavily-trafficked on the east side.</li>
<li>To its northeast is the <i>Eastside Line</i>, which runs out to Blue Springs.</li>
<li>Jumping across the Missouri, we have the <i>Excelsior Line</i>, named after its Excelsior Springs terminus. It also sports a branch north to Kearney.</li>
<li>Finally, we have the <i>Missouri Bluffs Line</i>, serving an area along the Bluffs.</li>
</ol>
Projected line pairings are as follows:<br />

<li>the Turkey Springs Line is paired with the Independent Line;</li>
<li>the Leavenworth Line is paired with the Peculiar Line;</li>
<li>the Lawrence Line is paired with the Eastside Line; and</li>
<li>the Missouri Bluffs Line is paired with the Excelsior Line.</li>

These pairings strive to match considerations of demographics and length -- that is, we're seeking a Lagrangian balance of ridership <i>and</i> runtime. We're also attempting to have similar runtime throughout the system -- we want no run to take more than 60 minutes. Kansas City is small enough that none should.<br />

I had previously realized that a model of such a system would yield two intersecting planes in my defined 3-space, and that desired overall frequencies could be model by stacking instances of these planes atop each other. But I'd been at a loss as to how to model the <i>routes</i> within the planes (other than the fact that they were vectors).<br />

What I realized today, however, is that the planes are actually a set of null space vectors; this means that a prescribed eigenvalue in the null space will seed an eigenvector that corresponds to that value. <i>What that means</i> is that the entire system can be modeled with nothing more than the equations of the two intersecting planes, and the set of eigenvalues that yield the eigenvectors corresponding to the known bus routes.<br />

The whole civil war questline ends up in the dustbin of history; in a certain sense, <i>it does not matter</i> whether or not the Empire or Ulfric wins, as the whole of Tamriel splits into a bevy of statelets which the Dominion then vacuums up.</div>

Of course, this doesn't undermine the ability to make moral choices--an <i>Elder Scrolls</i> staple--any more than the Empire's overarching existence's does <i>Daggerfall</i>. It's likely that <i>Dominion</i>'s principal moral hazard lies in how the Hero goes about unifying the resistance, and be informed by various groups having different degrees of moral rectitude <i>and</i> likelihood of carrying out their resistance.</div>

5. Freedom of movement--to a significant degree--will be curtailed, especially in the early game. (Full freedom of movement occurs in the late game.) Much of the early game will thus take on elements of getting from Place A to Place B without attracting authorities' interest, and creating and inculcating friendly bases throughout Summerset. So, for example, the Assassins' and Thieves' Guilds will be significantly easier to join than the Fighters' Guild or local Mages' Guild variant (unless <i>that</i> turns out to be the Psijic Order, which has zero known relations with the Thalmor overlords).</div>

I don't really know what's on Bethesda's storyboards, but these ideas seem like they'd make the best possible <i>Elder Scrolls</i> game to me. Certainly, gameplay mechanics in <i>Dominion</i> will have a very different, unique, and interesting twist to them, particularly since what we know of the Thalmor implies that the next game will have to encourage stealth-based gameplay to a far greater extent than previous installments ever did.</div>

Here are a few places where I think it can be fixed:<br />

1. <i>Use Greek geometry to help teach children how to experiment in math</i>. Consider texts like Plato's <i>Meno</i> as an inspiration. Projects at the elementary school level could replicate Socrates' solution for finding a square with half the area as the original square (and its--easier--natural extension, a square with double the area). Projects can grow more complex* until e.g. a fifth or sixth grader can prove the Pythagorean Theorem. Using Greek math also helps introduce a deeper understanding of ratios (fractions), something teachers have confided in me American students have gotten progressively worse at.<br />
<br />
2. <i>Emphasize the relation, not the input and output</i>. This is for arithmetic. Right now our arithmetic is rote, tabular, a strict interpretation of inputs into outputs. But the core of mathematical analysis is <i>relational</i>. Operators are nothing more than a statement of relation: We need to find a way to teach as such, instead of getting bogged down in numbers to an inordinate degree.<br />
<br />
3. <i>Reclaim the ancients' works</i>. Of particular note, there is no reason whatsoever why Euclid's <i>Elements</i>, the standard textbook on geometry for more than two millennia, is not used in high school classrooms today. Likewise, analytic geometry should be based on Descartes' <a href="http://en.wikipedia.org/wiki/La_Geometrie" target="_blank"><i>La géométrie</i></a> (with van Schooten commentary and an augment of Fermat etc. papers and more illustrations); algebra, al-Khwarizmi's <i><a href="http://en.wikipedia.org/wiki/Compendious_Book_on_Calculation_by_Completion_and_Balancing" target="_blank">Compendious Book</a></i>. Euler's textbooks can also be considered, but his treatment of trigonometry with complex numbers is perhaps a bit too Baroque for a modern audience. The flow algebra -> analytic geometry -> calculus also needs to be emphasized, as it is actually quite a bit more natural than most people realize. There is a case to be made that the middle school curriculum can run Euclid -> al-Khwarizmi -> Descartes, with standard calculus instruction occurring no later than the sophomore year of high school (and is a freshman subject for most students).<br />
<br />
4. <i>Rebuild the calculus pedagogy</i>. One of the reason why calculus is perceived to be "hard" is because it begins with limits, but limits are discussed with insufficient tools for their analysis; by the time differentiation and integration are gotten around to, too many minds have been closed to those operations' ease and intuitive arising. Instead the pedagogy should <i>begin</i> with the easier operations, and once a good handle has been gotten on differentiation and integration proceed to the discussion of limits, why they matter, and how calculus operators both depend on limits and make calculating limits bearable. In addition, calculus needs to be used to cement the relational nature of math, as the elementary system is just an augment of unary function operators on analytic geometry (the only unary operation most students are exposed to prior is arithmetical negation--the difference between 2 and -2). Making use of Newton's, Leibniz's, the Bernoulli's' etc. papers is also useful, although at this point the textbooks begin to massively improve in quality.<br />
<br />
5. <i>Make discrete mandatory, and prerequisite to linear algebra</i>. There are several reasons for this: (1) discrete math effectively functions as Intro to Higher Math; (2) a lot of linear algebra is essentially set theory and function theory in vector spaces; (3) with programming-language knowledge now needed even in the fine arts (according to UArts students) understanding its underpinnings is more important than ever; and (4) being able to perform in other types of discrete math, like combinatorics, is becoming increasingly necessary in our modern-day world. Understanding <a href="http://en.wikipedia.org/wiki/Iterated_binary_operation" target="_blank">iterated operations</a> and <a href="http://en.wikipedia.org/wiki/Floor_and_ceiling_functions" target="_blank">floor and ceiling functions</a>, for example, should be <i>SAT</i>-level expectations.<br />
<br />
6. <i>Embrace models</i>. Current mathematical pedagogy ill prepares us to actually put math to real-world use--the construction of models. This is universally covered in the various applied disciplines, but being able to construct simple models such as speed v. time (yielding velocity, acceleration, and jerk) or simple binary-string-based programs should be a skill shared by all high-school graduates. Grasping the principles needed in such modeling allows students to develop significantly more complex models to fit and extrapolate available data.<br />
<br />
7. <i>Embrace tradition</i>. My final major critique is that most (not all) math teachers I've had have had little interest in exploring the tradition of math. While there are always students that complain about classroom trivia, it does a serve an important pedagogical purpose: It links learners to the discipline's tradition, helps open avenues for exploration, is often entertaining and a break from the hard work of the day, and generally makes the discipline more human, and therefore more interesting. This is true throughout most disciplines--it is hard to imagine a physics class, for example, without mention of Galileo or Newton or Einstein, or a philosophy class without Descartes, Spinoza, Leibniz, or Nietzsche; why, then, does the mathematical pedagogy persist on undervaluing its human component?<br />
<br />
My experience with math is that when I graduated high school, I had a deep, fundamental, abiding hatred of it; it took nearly a <i>decade</i> to learn what I needed to to overcome this hatred. Mathematics is not valued in our society (but nor is literature); the problems turn on deep-seated pedagogical issues that tend to idealize math as a sterile, mechanical thing, instead of embracing its true nature as a very human endeavor, and a very human logical construct. To teach math right--teachers <i>must</i> humanize it, no matter how great the temptation otherwise. <br />

While it is fair to note that the tunnel construction itself consumed all of the agency's resources, and thus that staff wouldn't have wanted to touch diesel-network issues with a ten-foot pole, I am also certain that <i>had there been a will, there would have been a way</i>.<br />
<br />
Now I want to concentrate, going forward, on the moves necessary to recreating this network.<br />
<br />
1. <a href="http://philadelphia2050.blogspot.com/2012/05/swampoodle-connection.html" target="_blank"><i>Build the Swampoodle Connection</i>.</a> A Swampoodle Connection, in its strongest form, has multiple uses: Not only does it shunt the Chestnut Hill West Line down the Reading trunk, it also offers a grade-separated junction between the Northeast Corridor and the SEPTA mainline. This is because (incremental) construction of the Connection is, at each step, an order of magnitude less expensive than the expense needed to rehabilitate Pencoyd back to the standard necessary for active rail service.<br />
<br />
Because of this, Swampoodle would naturally include another connection beyond the ones I previously noted, as it would need to provide the following paths:<br />

<li>NEC to SEPTA Mainline</li>
<li>NEC to R6 Line</li>
<li>Chestnut Hill West Branch to SEPTA Mainline</li>
</ul>
Of these, the first was never considered, but is not difficult to extend the design to add it in.<br />

2. <i>Work with NJ Transit for Newark Service</i>. NJT's <a href="http://en.wikipedia.org/wiki/West_Trenton_Line_%28NJ_Transit%29" target="_blank">West Trenton</a> proposal: After all, the combined SEPTA and NJT route reflects the Reading's <i>Crusader</i> alignment; a direct train would offer a secondary Philadelphia-New York commuter service to complement the very busy <i>Keystone Service</i> - <i>Northeast Regional</i> trains. With a high-quality Swampoodle Connection (and Kearny Connection at the other end), this would allow for regular Suburban Station-Newark Penn trains.<br />
<br />
3. <i>Integrate with Reading commuter rail</i>. 'Nuff said.<br />
<br />
4. <i>Rebuild the Bethelehem Branch north of Shelly</i>. Not only that, but extend it into Allentown. This would complement NJT's own Lehigh Valley designs. It would also help springboard work on the key (missing) regional connection from Philadelphia to Scranton and beyond.<br />
<br />
5. <i>Rebuild the Newtown Branch north of Fox Chase.</i> 'Nuff said.<br />
<br />
These projects--Swampoodle in the core supporting reconstructions and upgrading (return to service) of SEPTA's 1980 commuter rail network--would do more than just return our system (nearly) all the way to its Bicentennial extent, it would also offer a framework to hang more rail expansions from. For example:<br />

6. <i>Consider the Octoraro Branch</i>. Kennett Square is a strong natural terminus, and the Brandywine Valley, while semi-rural, has centralized population centers. Reactivation of the Octoraro Branch, while requiring ROW reconstruction from Chadds Ford to Wawa, would also offer improved service to the Concordville/Painters Crossing/Brinton Lake area.<br />
<br />
7. <i>Consider the Perkiomen Branch</i>. While the line up the Perkiomen has been abandoned for so long that the ROW has been severed in places, the region also holds several good conurbations crying out for better service: Collegeville, Schwenksville, and the Green Lane/Pennsburg/Red Hill complex, to name a few. Reclamation of this line would improve access to these towns.<br />
<br />
8. <i>Consider the New Hope Branch</i>. While the line out of Ivyland runs through the at turns exurban and rural Buckingham Valley, New Hope, despite its size, offers strong destination value.<br />
<br />
This list can be augmented until one runs out of historic easements. Pennsylvania has been blessed with a wealth of good, high-quality small towns--<i>not all of them even near historic rail easements</i>--and while their continued development is by no means tied to rail access, the access itself functions as an augment, offering improved transportation choices to these places. And the key is, a reborn diesel network functions as a framework for providing service to these awesome places. The stated reason was that the new Center City Commuter Connection wouldn't allow scheduled diesel service, implicitly that the Reading Terminal was going to be closed down. But the problem is that this was a red herring: SEPTA's planners could have, with some clever easement tricks, <i>retained diesel services into 30th Street or Suburban Stations</i>. Below is one way I penciled out how.<br />

That isn't to say there aren't structural weaknesses. Without a proper Swampoodle Connection, trains to Newtown and Newark (at minimum) are forced to use the freight alignment on the west side of the Schuylkill, for example; to avoid overloading this line, I use the Stony Creek Branch to bring trains out of Bethlehem into Philly via the R6 alignment. (A minor advantage of this setup is that it would have forced SEPTA to repair the Pencoyd Viaduct in 1986 instead of truncating the Ivy Ridge line back to Cynwyd.)<br />

--The counter to this, though, is that the vehicles providing this service, Budd RDCs, were ending their design life at the time*, and their replacement, the SPV-2000, was so atrociously bad only the really clueless agencies ever ordered them.<br />

--Countering that counter one would note that this was the era of the Comet I and the F40PH; again, <i>had service retention been paramount, there would have been a way</i>.
